CONTROLLER GENERAL OF DEFENCE ACCOUNTS

Centralised Pension Disbursement System – CGDA Concept Paper

Over 95% of defence pensioners’ complaints relate to pension paid through banks, where government orders are often interpreted differently. To fix this, the Controller General of Defence Accounts proposes a single Centralised Pension Disbursement Agency (CPDA) that would credit pension directly to pensioners’ existing bank accounts. The paper explains how this would ensure uniform implementation of orders, better grievance handling through a central call centre, and savings of around ₹150 crore a year for the Ministry of Defence. It outlines a three-phase rollout, a new role for DPDOs as pensioner service centres, and the infrastructure and costs involved. Read the full paper for the complete proposal.
